This is the old way of thinking to make Artificial Intelligence. The theory is that if you simply made enough rules for every behavior possible, you’d create a sort of intelligence. It became apparent it was far too vast (hundreds of millions of lines of code) to successfully accomplish. This is basically synonymous with "Good Old-Fashioned Artificial Intelligence".
